Regulations for Sending University Staff:
In accordance with the circular from the Council of University Affairs No. 4500720609/1 dated 01/09/1445 AH, which includes the Council’s decision No. (24/20/45) approving the new regulations for sending university staff members on scholarships, the following guidelines must be observed:
1. General Guidelines:
- Universities must send teaching assistants and lecturers to the best universities, as outlined in the regulations for sending and training university staff, based on the Higher Education and Universities Council’s decision No. (6/4/1417 AH) dated 02/07/1417 AH.
- Except for Sharia-related specializations, Arabic language studies, and medical fellowships, the university to which the teaching assistant or lecturer is sent must be ranked among the top 200 universities in the world or the top 200 universities in the specific field, according to the latest rankings from the following entities:
- Times Higher Education
- Academic Ranking of World Universities (Shanghai Ranking)
- QS World University Rankings
- U.S. News Ranking
2. Restrictions and Exemptions:
- Teaching assistants and lecturers cannot earn two academic degrees from the same university (including a bachelor’s degree). However, the University Council or its delegate may grant exceptions to this rule for universities ranked among the top 100 or specializations in the above rankings.
3. Location of Study:
- The study program must be undertaken at the main campus of the educational institution. It is not permissible to send students to study at branch campuses.
Regulations for Sending Students to Specializations in Arabic Language and Islamic Studies:
Students will be sent to Saudi government universities to pursue master's and doctoral degrees in Sharia-related specializations and Arabic language studies. The academic program must meet the following criteria:
- The Education and Training Evaluation Commission must accredit it.
Regulations for Sending Students to Medical Fellowships:
For students pursuing medical fellowships:
- The institution where the student is sent must be academically recommended and recognized by the Saudi Commission for Health Specialties.
- The study program should include scientific and clinical practice, not merely observation, participation, or research.
- The study period for teaching assistants specializing in clinical medicine must be no less than four years to obtain a fellowship.
- The study period should not be less than one year for the subspecialty medical stage.
